Conclusion
The riots were a culmination of a class crisis and a racial crisis that resulted in an attack against city elites and an attack against African-Americans. It was a moment of turmoil when the city’s troubles were exposed. At the end of the riots, New Yorkers had to either improve their city by implementing programs of drastic reform or remain broken with tensions within the atmosphere. New York responded with reform and democracy. Although it would be decades before any sufficient reform would pass into law, the reforms initiated in response to the Draft Riots were important steps. New Yorkers were able to turn the Draft riots into a catalyst for reformation.
